The Absurd Equation: When 'Blue Transformation' Means Grinding Oceans to Feed Farms

The United Nations' Food and Agriculture Organization (FAO) has unveiled an ambitious "blue transformation" agenda, aiming to escalate aquaculture production by a staggering 75% by 2040. This plan, intended to meet global seafood demand, enhance food security, and eradicate hunger by 2030, presents a paradoxical challenge that critics are quick to highlight: the potential for vast ecological degradation and intensified pressure on vulnerable communities.


At the heart of the concern is a sobering projection: if current industry trends persist, nearly half of the world's wild fish catch could be diverted to feed farmed species. An analysis by the Changing Markets Foundation reveals that this expansion could pull tens of millions of tonnes of fish from marine ecosystems annually. Specifically, modelling produced with the University of British Columbia suggests that by 2040, up to 34.6m tonnes of wild fish could be consumed by farmed species each year. Under a scenario weighted towards feed-intensive species like salmon and shrimp, this demand could even surge to 41.4m tonnes, equivalent to a staggering 46% of the global wild-fish catch in 2020.


This outcome is particularly concerning given that aquaculture already supplies more than half of the aquatic animals consumed worldwide. Yet, a significant portion of this farmed output relies on carnivorous species fed fishmeal and fish oil derived from smaller wild fish, such as anchovies and sardines. As Tara Ganesh, a senior campaigner at Changing Markets Foundation, points out, "These fish are naturally carnivorous species, so that is what they would eat in the wild." While producers have reportedly reduced the amount of wild fish used per kilogram of farmed fish, this efficiency gain is being overshadowed by the sheer scale of the planned expansion, meaning total consumption of wild fish is not falling.


The ambiguity in the FAO's roadmap compounds these concerns. The organization has not specified which species or farming systems should deliver the targeted 75% increase, leaving the door open for unsustainable practices. Muhammed Oyinlola, an aquatic ecologist at the University of British Columbia, warns that while the outcome is "not inevitable," this lack of direction could threaten communities, fisheries, and the climate. Furthermore, the Changing Markets Foundation's examination of successive drafts of the FAO's guidelines revealed that crucial safeguards addressing the nutritional and food security effects of aquaculture trade and consumption were inexplicably removed.


What this signals is a critical disconnect between high-level food security aspirations and the practical ecological implications. The push for a "blue transformation" risks becoming a 'blue drain,' where the solution to feeding a growing population inadvertently depletes the very natural resources it purports to protect. The economic meaning is clear: increasing reliance on wild-caught feed for farmed fish intensifies pressure on already overexploited fisheries, undermining the livelihoods of coastal communities dependent on these natural stocks. Without precise, sustainably-focused directives, the FAO's ambitious target could inadvertently prioritize short-term production gains over long-term marine ecosystem health and equitable global food access.


The broader context extends to the global challenge of balancing food demand with environmental stewardship. As the world grapples with climate change and biodiversity loss, strategies that aim to enhance food security must inherently be integrated with robust ecological protections. The potential for nearly half of the world's wild fish to be ground into feed for an expanded aquaculture industry forces a critical re-evaluation of what constitutes 'sustainable' growth in the seafood sector. The FAO's workshop in Ghana in December 2023, examined by the Changing Markets Foundation, underscores the urgency for clear, actionable, and truly sustainable guidelines to prevent a 'blue transformation' from becoming a profound ecological misstep.
