The £14.7 Billion Paradox: London's Hyperscale Datacentre and Britain's Fading Net Zero Ambition
A stark contradiction is emerging at the heart of the UK's digital infrastructure drive: the proposed East Havering Data Centre Campus (EHDCC) in North Ockendon is set to unleash an environmental footprint so vast it directly undermines Britain's legally binding climate targets. Planning documents for the "hyperscale" datacentre reveal a projected annual carbon dioxide equivalent (CO₂e) emission of 1.2m tonnes once fully operational – a figure that shockingly equates to the carbon footprint of 27,000 long-haul flights from London to New York each year, according to the UN's International Civil Aviation Organization's carbon calculator.
Digital Reef, the developer behind the £14.7bn project, has optimistically touted the EHDCC as a "unique opportunity to create a sustainable datacentre campus of the future." Yet, the company's own planning application delivers a sobering admission: the scheme “does not align with a science-based 1.5C compatible trajectory and achieving net zero by 2050.” This 218-hectare campus, earmarked for green belt land, is poised to become one of Europe's largest datacentres, powering AI and cloud computing while simultaneously generating an estimated 72m tonnes of CO₂e over its 60-year lifespan. Guardian analysis further underscores its exceptional scale, identifying the EHDCC as having the highest projected carbon emissions disclosed by any developer among dozens of UK proposals.
The implications extend beyond just atmospheric carbon. Donald Campbell, advocacy director at tech justice nonprofit Foxglove, rightfully labels the EHDCC’s projected emissions as “staggering,” warning it poses a “big threat to the ability to decarbonise in the UK.” The campus's electricity demand is equally immense; at a “likely” 50% load, it would consume 2.65bn kWh per year, equivalent to the demand of more than 1m UK households. Powering this digital behemoth requires a huge 600MVA connection to the National Grid via the nearby Warley substation, necessitating major upgrades including a new 400kV National Grid substation and a 132kV UK Power Networks facility, with full connection anticipated by 2033.
This insatiable demand for energy and land is not without its detractors on the ground. The North Ockendon Residents Association has decried the development as a “massacre” of vital green belt land. A group spokesperson highlighted the loss of “crop-producing farmland, in an age when we are threatened by security,” alongside the destruction of wildlife habitats and an often-ignored “pollution cost.” The paradox is stark: while the government designates datacentres as “critical national infrastructure,” the environmental toll, openly admitted by developers, raises profound questions about the true cost of Britain's rapid expansion of AI infrastructure and its reconciliation with legally binding climate targets. The EHDCC proposal is less a vision of sustainable future and more a blunt instrument exposing the chasm between digital ambition and environmental responsibility.
