The Panama Canal, a vital artery handling 5% of global maritime trade and nearly 40% of US container traffic, is once again tightening its grip on vessel transits. Facing a deepening drought exacerbated by the El Niño climate phenomenon, the Panama Canal Authority has announced further reductions in daily traffic, signalling escalating costs and logistical nightmares for an already strained global supply chain.
From October, the daily average of vessels permitted to transit will plummet to 29.5, an 18% reduction from the 36 transits allowed in August. This follows a previous cut in September, which saw daily passages drop from 36 to 32. These restrictions are not unprecedented; in 2023, authorities slashed daily transits from 38 to 22 due to dangerously low water levels in the lakes feeding the 82km-long canal's intricate lock system. The canal, which relies on fresh water to lift ships 26 metres from sea level to Lake Gatun, is operating with a watershed that received lower than forecast rainfall, according to September official reports.
**The Escalating Cost of Congestion**
The immediate consequence of these restrictions is a surge in operational costs and delays. With vessels reportedly waiting up to 10 days to enter the canal in August—the longest wait since May—shipping companies are resorting to extreme measures. A container ship notably paid approximately $4 million (£3 million) in August to bypass the queue through the canal’s daily auction system, where bid prices typically escalate during periods of high demand. These surcharges, alongside the expenses of rerouting or extended transit times, directly impact the profitability of companies trading between key regions like China, Asia, and the US, for whom the Panama Canal usually offers significant cost and time efficiencies.
**El Niño's Unyielding Grip**
The current crisis is directly attributed to El Niño, a natural weather pattern predicted to be the strongest in four decades and expected to peak later this year. This phenomenon is bringing widespread changes in winds, air pressure, and rainfall patterns, with dire consequences far beyond Central America. The drought affecting the canal is a stark local manifestation of a broader, global climate crisis. Central and northern South America, for instance, saw nine countries experience their hottest June-August period on record this year. Furthermore, an analysis of meteorological data by Agence France-Presse indicates that 52 countries across all continents broke seasonal temperature records during the same period.

The extreme heat witnessed worldwide has taken various forms, from unprecedented heatwaves in Europe to devastating droughts in Sudan and toxic smoke in Indonesia. Notably, over a third of the populations experiencing the hottest northern summer months on record were in Africa, particularly in the Sahel and areas south of it.
