Mumbai's Coast: The Unseen Peril Beneath India's Digital Ascent
India's breathtaking digital expansion, propelled by the ubiquity of cheap data, has cemented its status as one of the world's largest internet markets, boasting over a billion broadband subscribers by late 2025. This remarkable growth, however, casts a long shadow of vulnerability, acutely exposed along a critical six-kilometre stretch of Mumbai's Arabian Sea coast near Versova, a densely populated neighbourhood.
Within this concentrated zone, a staggering 13 of India's 18 intercontinental submarine cables come ashore. These vital arteries collectively funnel as much as 95% of India's international bandwidth to key regions including Europe, Africa, and West Asia. Anwesha Sen of the Takshashila Institution incisively points out that “This network faces a critical vulnerability due to severe geographic concentration,” highlighting the inherent risk of such a concentrated infrastructure.
While cable architecture is designed to reroute traffic, preventing a total blackout if some cables are cut, the implications of even partial damage are substantial. Experts suggest traffic could be diverted through other landing points in southern cities like Chennai and Kochi. Yet, the critical concern isn't just outright outages; even performance degradation – subtle increases in data travel time – could incur significant costs for sensitive sectors. Banks, stock exchanges, cloud providers, and government networks are particularly susceptible. Furthermore, the burgeoning AI infrastructure, with its reliance on high-volume, high-speed data transfers, stands to be particularly sensitive to such delays.
This vulnerability lays bare a profound paradox at the heart of India's digital transformation. Despite accounting for roughly 20% of global data consumption, India is connected to a mere 3% of the world's submarine cables. The disparity extends to infrastructure gateways: India possesses only 21 cable landing stations, a stark contrast to the approximately 1,900 planned and active globally, placing India's share at roughly 1% of the world's total, according to the Broadband India Forum (BIF).
Aruna Sundararajan, chairperson of BIF, directly addresses this imbalance, stating, “We need to grow the number of cable landing stations several fold.” This underscores a strategic imperative for a nation increasingly dependent on its digital economy and services sector. The existing infrastructure, while facilitating an internet boom, trails significantly behind the scale of India's digital ambition and consumption, creating an Achilles' heel for its future growth and stability in the global digital landscape. The internet's hidden highways, which span some 870,000 miles (1.4 million km) and carry 99% of global communication traffic, demand a robust, diversified approach, especially for a powerhouse in the making.
